Canada is stepping up efforts to diversify its international trade relationships and attract foreign investment as trade negotiations with the United States continue without a major breakthrough.
Prime Minister Mark Carney’s government is pursuing a series of diplomatic engagements and economic partnerships aimed at expanding Canada’s access to global markets and reducing its dependence on the United States.
Canada Strengthens International Partnerships
This week, Canada and the United Arab Emirates launched a new strategic partnership following negotiations on a comprehensive economic partnership agreement.
Carney described the negotiations, which were completed in 47 days, as a record that could challenge the pace of Canada's own trade agreement process.
The announcement forms part of a wider diplomatic agenda involving visits and meetings with several countries and international organisations. These include engagements in Türkiye, Canada’s summit with European Union leaders, and upcoming participation in the ASEAN and APEC summits.
Canada and India Move Towards Trade Agreement
Canada is also working towards strengthening economic ties with India ahead of Indian Prime Minister Narendra Modi’s expected visit in December.
India’s High Commissioner to Canada, Dinesh K. Patnaik, expressed confidence that a trade agreement between both countries could be finalized before the visit, noting that most of the negotiations had been completed, with only a few issues and legal reviews remaining.
Opposition Questions Government’s Trade Strategy
However, the government's approach has faced criticism from opposition politicians and trade experts.
Conservative Leader Pierre Poilievre accused the government of focusing too much on international summits, announcements and signing ceremonies without delivering enough tangible benefits for Canadians.
Trade expert Stuart Trew also questioned whether the government was prioritising the number of agreements pursued over their actual economic value, warning against an approach focused more on signing deals than securing meaningful outcomes.
Carney Targets $1 Trillion in Investment
Carney has set an ambitious target of attracting $1 trillion in investment over the next five years. The federal budget, scheduled to be unveiled on Tuesday, is expected to outline measures to support that goal.
Despite the growing number of international engagements, Canada is yet to secure a major breakthrough in its trade negotiations with the United States.
The coming months will therefore be important in determining whether the government's diversification strategy can translate into concrete trade opportunities, investment and economic benefits for the country.
